I'd imagine so, otherwise they shouldn't be on the ranking list. Which results are you referring to? Some of the results on the list are lifters' results ...

Generally there is no pre-registration for competitions. Just show up on the day, pay your fee and lift. The NI Open is probably the only exception to this.
